
Commercial EICR Certificate Explained for Businesses

An electrical fault rarely announces itself before it affects a shift, a tenant, a production line or a site handover. That is why a commercial EICR certificate explained properly is more useful than a simple reminder to book a test. For the person responsible for a commercial premises, the report is evidence of the condition of the fixed electrical installation, a record of risk, and a practical route to putting defects right without unnecessary disruption.
An EICR is not a pass you can file away and forget. It is a detailed assessment of the installation at the point it was inspected. Understanding what it covers, what the codes mean and what happens after an unsatisfactory report helps facilities managers and business owners make the right decisions quickly.
What is a commercial EICR certificate?
EICR stands for Electrical Installation Condition Report. The term “commercial EICR certificate” is widely used, although the document itself is a condition report rather than an installation certificate. It records the findings of an inspection and testing programme carried out on the fixed wiring and associated electrical equipment within a business premises.
This can include distribution boards, circuits, switches, socket outlets, isolators, fixed lighting, protective devices, earthing and bonding arrangements, and permanently connected equipment. The exact scope depends on the property, its use and what has been agreed before work begins.
An EICR is different from PAT testing. PAT testing concerns portable appliances, such as kettles, extension leads, monitors and power tools. An EICR considers the fixed installation supplying them. Both can form part of a sensible compliance programme, but one does not replace the other.
For commercial occupiers, a current report supports the duty to maintain electrical systems so that they do not present danger. The Electricity at Work Regulations 1989 place duties on employers, duty holders and those in control of electrical systems. The report also provides the documentation clients, insurers, landlords, managing agents and auditors may require.
Why commercial sites need a planned approach
The appropriate inspection interval is not identical for every building. A low-risk office, a warehouse, a school, a restaurant, a workshop and a construction site place very different demands on an electrical installation. Moisture, heat, vibration, public access, changing layouts, heavy machinery and temporary supplies can all increase wear and risk.
Industry guidance commonly uses five years as a starting point for many commercial installations, but this is not a universal rule. The recommended date for the next inspection is determined by the inspector after considering the installation’s condition, environment, use and maintenance history. Higher-risk or more heavily used premises may need more frequent checks.
A planned programme is usually less disruptive and easier to budget for than reacting to an expired report, failed audit or electrical incident. It also allows testing to be scheduled around production, tenant access, trading hours or phased refurbishment works.
What happens during a commercial EICR?
A competent engineer starts by confirming the agreed extent of the inspection. On a multi-let building or large industrial unit, this matters. Some circuits may serve another occupier, some equipment may be outside the scope, and certain areas may only be available at specified times. Those limitations should be recorded clearly rather than left assumed.
The inspection combines visual checks with dead and live testing where appropriate and safe to do so. This may involve checking the condition of accessories and enclosures, verifying earthing arrangements, testing circuit protective measures and identifying signs of overheating, deterioration, damage, poor workmanship or unsuitable alterations.
Testing can require controlled isolation of circuits. In a live commercial environment, this must be planned. Critical equipment may need a shutdown window, temporary arrangements or staged testing to keep operations running. A good contractor will establish these constraints in advance, communicate with the responsible person on site and minimise interruption without compromising the inspection.
At the end of the visit, the engineer compiles the report. For larger or complex sites, reporting may follow after test results and schedules have been reviewed. The document should identify the installation, its supply characteristics, the extent and limitations of the work, test results, observations and the overall outcome.
Commercial EICR certificate codes explained
Observations on an EICR are assigned codes that indicate their safety significance. These codes allow the duty holder to prioritise action based on risk rather than guesswork.
C1 - Danger present. There is a risk of injury and immediate action is required. The engineer may make the situation safe where authorised and practical, such as isolating a dangerous circuit.
C2 - Potentially dangerous. Urgent remedial work is needed. The defect may not present immediate danger in its current state, but it should not be allowed to remain.
FI - Further investigation required without delay. The inspector has found an issue that cannot be fully assessed during the inspection. Further work is needed to establish whether danger exists.
C3 - Improvement recommended. The installation is not necessarily unsafe, but improvement would bring it closer to current standards or improve safety.
A report containing C1, C2 or FI observations is generally recorded as unsatisfactory. That does not mean every part of the installation has failed, nor does it always mean the site must close. It means the identified safety issues need prompt and controlled action.
A C3 observation on its own does not make a report unsatisfactory. However, it should still be reviewed. Repeated C3 observations, or improvements that support planned refurbishment, may be worth addressing before they become operational problems.
Reading the report beyond the outcome
The overall outcome is useful, but it is only the first page of the decision. Facilities teams should read the observation schedule, circuit details and limitations together. A report may be satisfactory while highlighting ageing equipment, missing documentation or areas that need further work during the next planned shutdown.
Equally, an unsatisfactory outcome may relate to a small number of localised defects. The right response is not to treat the document as a generic failure notice. It is to understand where the issues are, who could be affected, whether immediate control measures are required, and how remedial work can be completed with the least impact on the business.
Clear reporting should make this straightforward. Each observation should state the issue, location, code and recommended action in terms that a responsible person can use. Where photographs, asset references or circuit labels are available, they can make approval and follow-up work significantly faster.
What happens after an unsatisfactory EICR?
First, deal with C1 and C2 observations as a priority. If the inspector has isolated equipment or circuits to make them safe, do not re-energise them without appropriate assessment and repair. FI observations also need timely investigation because the underlying condition has not yet been confirmed.
Next, obtain a clear remedial scope. It should distinguish urgent safety work from recommended improvements and identify any assumptions, access needs or planned outages. On a busy site, remedial work may need to be phased around tenants, staff, deliveries, machinery or construction activities.
Once defects have been corrected, the work should be tested and documented. Depending on the nature and scale of the alteration or repair, this may be supported by an Electrical Installation Certificate or a Minor Electrical Installation Works Certificate. Do not assume that a remedial invoice alone closes the compliance record.
Whether a full new EICR is needed after remedials depends on the original findings, the work completed and the evidence required to confirm that the installation is now satisfactory. The contractor should explain this before work is commissioned, rather than leaving uncertainty once the job is complete.
Choosing the right contractor for commercial EICR testing
Commercial testing is as much about control as it is about electrical knowledge. The contractor needs competent engineers, a method for managing live sites, appropriate insurance and clear documentation. They should also be able to work across single sites, portfolios and time-sensitive project environments.
Before booking, confirm the areas and circuits to be included, known access restrictions, whether shutdowns are possible, the presence of critical loads, and who can authorise isolation or remedial works. Accurate information at this stage prevents incomplete reports, unplanned downtime and avoidable return visits.
