For facilities managers, property managers, business owners, and site teams, the real question is not which one is better. It is which one applies to your premises, your equipment, and your duty of care. Once that is clear, scheduling the right testing becomes much more straightforward.
EICR vs PAT testing: the core difference
An EICR checks the fixed electrical installation of a building. That means the wiring, distribution boards, circuits, sockets, hard-wired equipment, and the overall condition of the electrical system that supplies power around the site. EICR stands for Electrical Installation Condition Report, and its purpose is to identify deterioration, damage, non-compliance, or anything that could make the installation unsafe.
PAT testing focuses on portable electrical appliances and equipment. That includes items such as kettles, monitors, extension leads, printers, power tools, chargers, and other plug-in assets that are moved, handled, or connected to sockets during normal use. PAT stands for Portable Appliance Testing, although in practice it is usually part of a wider appliance inspection process that includes both visual checks and electrical tests where required.
So the simplest way to look at it is this. EICR is about the building’s electrical system. PAT testing is about the plug-in equipment people use on that system.
What an EICR covers
An EICR is a formal inspection and test of the fixed installation. It is designed to assess whether the system remains safe for continued use and whether it complies with current standards to an acceptable level. In a commercial setting, that can include offices, warehouses, retail units, industrial premises, schools, healthcare environments, communal areas, and temporary site electrics.
During an EICR, engineers inspect and test the circuits and components that distribute electricity across the premises. They are looking for issues such as overloaded circuits, inadequate earthing and bonding, damage, poor workmanship, signs of overheating, and equipment that no longer meets the required standard. The report then classifies any observations by severity, which helps you understand what needs urgent action and what should be planned.
This matters because the fixed installation is usually out of sight until something goes wrong. A damaged socket front is obvious. A fault within a circuit or distribution board is not. EICR testing provides evidence of the condition of the installation and creates a documented basis for remedial works if required.
What PAT testing covers
PAT testing is narrower in scope, but it is no less relevant. Portable appliances are handled daily, plugged in and unplugged, moved between rooms, stacked in stores, taken to site cabins, or used in harsher working environments. That makes them more exposed to wear and damage than fixed electrical systems.
A PAT programme usually starts with a visual inspection. In many cases, that is where problems are found. Cracked plugs, damaged flexes, loose connections, signs of overheating, incorrect fuses, or equipment used in the wrong environment can often be identified without test equipment. Where electrical testing is appropriate, the appliance is then checked to confirm it is safe to remain in service.
For commercial operators, PAT testing is especially useful when you have a large number of user-operated items across multiple departments, floors, or sites. It gives you a clear asset record, a testing history, and a practical way to remove damaged items from use before they cause injury, downtime, or fire risk.
Is one a legal requirement and the other optional?
This is where things often get oversimplified. The law does not usually say you must carry out PAT testing at a fixed interval or label every appliance. What it does require is that electrical systems and equipment are maintained in a safe condition. PAT testing is one recognised way to support that duty, particularly where there is regular use of portable appliances.
EICR sits in a similar compliance space, but for the fixed installation. For many commercial premises, periodic inspection and testing is the accepted route to demonstrate that the installation is being properly maintained. The frequency depends on the type of premises, how it is used, the environment, and the level of risk.
That means the right approach is risk-based, not box-ticking. An office with low-risk equipment may need a very different PAT schedule from a construction site using power tools and extension leads daily. A modern fit-out in good condition may present different EICR findings from an older commercial building with years of alterations.
EICR vs PAT testing for commercial sites
For commercial clients, the practical difference comes down to what could fail, who might be affected, and how quickly it could disrupt operations. If the issue is with the underlying installation, PAT testing will not find it. If the issue is with a damaged appliance lead or a faulty plug top, an EICR will not pick that up.
That is why the two services work together rather than compete. One covers the infrastructure. The other covers the equipment connected to it. If you manage compliance for a business, a tenanted property, a multi-site estate, or a live construction environment, relying on only one leaves blind spots.
There is also a documentation point here. Commercial duty holders are often asked to show evidence of electrical safety management by insurers, auditors, principal contractors, clients, or internal compliance teams. A current EICR and a structured PAT testing record demonstrate that electrical risks are being actively managed rather than left to chance.
When you are likely to need an EICR
An EICR is typically needed as part of periodic inspection, at change of occupancy, before acquisition, after major electrical works, or where there is concern about the condition of the installation. It is also sensible where a building has undergone years of ad hoc alterations, particularly in commercial units that have changed use or layout several times.
If your site has recurring electrical faults, unexplained tripping, ageing distribution equipment, or circuits supporting critical operations, delaying inspection can create unnecessary risk. The same applies if you are responsible for landlord areas, managed premises, or sites where contractors and employees depend on safe power every day.
The value of an EICR is not just the report. It is the ability to identify issues before they become outages, hazards, or failed audits.
When PAT testing makes most sense
PAT testing is most relevant where appliances are frequently used, moved, or shared. Offices, workshops, schools, retail spaces, depots, hospitality environments, healthcare settings, and temporary site accommodation all tend to have equipment that benefits from a planned testing regime.
Frequency should reflect risk. A mobile phone charger in a clean office is not the same as a grinder on a construction project. Likewise, a rarely used boardroom screen is not exposed to the same wear as extension leads used daily by multiple operatives. Good PAT management takes account of equipment type, user behaviour, environment, and previous test history.
That is why a sensible contractor will not recommend the same blanket approach for every site. The better route is a schedule that matches how the business actually operates.
Common mistakes to avoid
One common mistake is assuming PAT stickers alone prove compliance. They do not. If the programme behind them is poor, the labels mean very little. Another is treating an EICR as a one-off document to file away rather than a trigger for remedial action where faults are identified.
A further issue is poor coordination. If your EICR, PAT testing, emergency lighting, fire alarm checks, and planned maintenance all sit with different providers and different dates, things get missed. For busy commercial operations, combining compliance support into a clearer schedule usually saves time and reduces disruption.
It is also worth avoiding the cheapest quote without checking the reporting standard, engineer competence, and how defects will be explained. A low-cost certificate is not much use if it creates confusion, lacks detail, or leaves you chasing a second contractor to make sense of it.
Choosing the right approach
If you are weighing up EICR vs PAT testing, the answer for most commercial sites is not either-or. It is understanding where each sits in your overall compliance plan. Fixed installation testing helps confirm the building’s electrical system is safe. PAT testing helps manage the day-to-day risks presented by portable equipment.
