What Does an EICR Include for Commercial Sites?

A missing or unclear electrical inspection report can quickly become a problem when an insurer, auditor, landlord or client asks for evidence of compliance. So, what does an EICR include? For a commercial site, it is a detailed inspection and test of the fixed electrical installation, followed by a formal report that identifies defects, records limitations and states whether the installation is satisfactory for continued use.

An Electrical Installation Condition Report is not a quick visual check and it is not the same as PAT testing. PAT testing covers portable appliances. An EICR examines the permanent electrical infrastructure that supplies them, from incoming supply equipment and distribution boards through to fixed wiring, accessories and connected equipment.

What Does an EICR Include in a Commercial Building?

The precise scope depends on the premises, the age and condition of the installation, and whether all areas can be accessed safely. An office, warehouse, retail unit, industrial facility and construction site will not present the same risks or require the same inspection approach.

A competent engineer begins by confirming the extent of the installation to be inspected. This includes the building or areas covered, the circuits tested, the supply characteristics and any agreed limitations. If a locked plant room, tenant area, ceiling void or operational process cannot be accessed, this must be recorded. A report can only confirm the condition of the parts that have actually been inspected and tested.

The inspection normally covers the main intake position, meters where accessible, earthing and bonding arrangements, distribution boards, protective devices, fixed cabling, switches, sockets, isolators, luminaires and other fixed equipment. It also considers whether the installation is suitable for its environment and current use.

For example, equipment in a clean office environment faces different demands from electrical systems exposed to dust, moisture, vehicle movement, heat or mechanical damage in a workshop or warehouse. The EICR should reflect the real conditions on site, not a generic checklist.

Visual Inspection of the Fixed Installation

The visual element identifies signs of deterioration, damage, poor workmanship or unsuitable alterations before testing starts. Engineers will inspect accessible components for issues such as damaged enclosures, exposed live parts, unsuitable cable routes, missing blanks in distribution boards, loose accessories, overheating, corrosion and inadequate labelling.

They will also check that distribution boards and circuits are identifiable. Clear schedules and labels matter during an emergency, a fault investigation or planned maintenance. Where a circuit cannot be safely isolated because it supports critical operations, that should be discussed before testing begins and documented as a limitation if necessary.

Particular attention is given to protective measures. This includes the main earthing conductor, main protective bonding, protective devices and the provision of residual current device protection where required. These are not minor administrative details. They are central to how the installation disconnects a supply when a fault occurs.

Electrical Testing and Measured Results

Visual inspection alone cannot establish whether an electrical installation is safe. An EICR also includes dead testing and, where it is safe and practical, live testing. Test results are recorded against individual circuits and compared with the requirements of BS 7671.

Tests commonly include continuity of protective conductors, insulation resistance, polarity, earth fault loop impedance and prospective fault current. The engineer may also test RCD operating times, phase sequence and functional operation of fixed equipment where relevant.

These tests establish whether protective devices are likely to operate within the required time in the event of a fault, whether cable insulation remains sound, and whether circuits have been connected correctly. The readings provide evidence behind the report's overall assessment rather than relying on assumption.

Testing may require planned isolation of circuits. On a live commercial site, this needs careful coordination. Server rooms, production equipment, refrigeration, security systems, alarms and tenant supplies may need a separate testing window or phased approach. The trade-off is straightforward: full testing gives the strongest assessment, but it must be planned around safety and business continuity.

Defect Codes and What They Mean

One of the most useful parts of an EICR is the schedule of observations. Each issue found is recorded with its location, description and classification code. This allows facilities managers and duty holders to prioritise remedial work properly.

A C1 observation identifies danger present. Immediate action is required, and the engineer may need to make the affected item safe before leaving site. A C2 observation identifies a potentially dangerous condition that requires urgent remedial work. Both C1 and C2 observations will normally result in an unsatisfactory report.

A C3 observation is an improvement recommendation. It does not mean the installation is unsafe at the time of inspection, but it identifies work that would improve safety or bring an older installation closer to current standards. FI means further investigation is required without delay. This is used where the engineer cannot fully determine the condition of an issue during the inspection and additional work is needed.

Not every older feature is automatically a defect. Electrical standards develop, and existing installations are assessed for safety, not simply against the standard expected of a brand-new installation. However, age, wear, changes in use and previous alterations can create risk. The report should explain the finding clearly enough for the responsible person to make a sound decision.

The EICR Certificate and Supporting Schedules

The completed report is more than a pass or fail statement. It should provide a clear, traceable record of what was inspected, what was tested and what needs attention.

A commercial EICR typically includes the reason for the inspection, the agreed extent and limitations, supply details, earthing arrangements, installation characteristics, inspection schedules, test result schedules, observations and the overall outcome. It will also state the recommended date for the next inspection.

Circuit schedules are particularly valuable for ongoing site management. They identify circuit references, protective device details, cable information and test readings. If remedial work is required, a well-prepared report helps electricians price and complete it accurately without repeating unnecessary investigative work.

The report should also show the inspector's details, qualifications and signature, alongside the date of inspection. For organisations managing multiple locations, consistent reporting makes it easier to track outstanding actions, demonstrate due diligence and maintain a reliable compliance record across the estate.

What an EICR Does Not Include

An EICR is a condition report, not a repair programme. If defects are identified, remedial works are normally quoted and completed separately unless this has been agreed in advance. Keeping inspection and remedial records clear protects the integrity of the process and gives the duty holder a transparent audit trail.

It also does not replace other compliance work. Portable appliance testing, emergency lighting testing, fire alarm testing and routine maintenance each have their own requirements. There can be overlap in the systems located on site, but each service produces different records and addresses different risks.

Similarly, an EICR is not a guarantee that no fault will occur after the inspection date. It records the condition of accessible parts of the installation at the time of inspection and testing. Damage, unauthorised alterations, water ingress or changes in loading can affect an installation afterwards.

Preparing Your Site for an EICR

Good preparation reduces disruption and improves the value of the inspection. Provide current electrical drawings, previous EICRs, distribution board schedules and details of any known issues or recent alterations. Confirm who can authorise isolations and identify systems that must remain operational.

Access is equally important. Plant rooms, risers, ceiling voids, electrical cupboards and distribution boards should be available, with safe working space around them. If the premises has multiple occupiers or restricted areas, arrange access before the engineer arrives. Unavailable areas can lead to limitations, return visits or a report that cannot give the assurance you need.

How Often Should a Commercial EICR Be Carried Out?

The recommended interval depends on the type of premises, how it is used and the condition of the installation. Many commercial environments work to a five-year interval, but this is not a universal rule. Industrial premises, wet or dusty environments, construction installations, temporary systems and higher-risk locations may need more frequent inspection.

A change of tenancy, major alteration, flood, fire, suspected damage or repeated electrical faults can also justify an inspection before the usual review date. The duty holder remains responsible for maintaining the installation in a safe condition, so a date in an old report should not override obvious evidence of deterioration or risk.

A useful EICR gives more than a certificate for a compliance folder. It gives you a defined picture of your fixed electrical installation, the risks that need action and the evidence to manage them properly.
