What Does PAT Testing Cover in Commercial Premises?

A failed kettle in a staff kitchen is rarely the real concern. The concern is whether an avoidable electrical fault could injure someone, disrupt a shift, damage equipment or leave your organisation unable to demonstrate that it has managed electrical risk properly. So, what does PAT testing cover? It covers the inspection and, where appropriate, electrical testing of portable and moveable equipment connected to your workplace supply.

For facilities managers, site managers and duty holders, PAT testing is not simply a sticker on an appliance. It is a controlled process that identifies damaged equipment, records its condition and gives you a clear audit trail for your compliance records.

What does PAT testing cover?

PAT stands for Portable Appliance Testing, although the scope is broader than the name can suggest. It can include portable appliances, moveable equipment, extension leads, detachable power leads and some fixed equipment where the supply connection or operating environment makes testing appropriate.

The exact scope should be agreed before work starts. A low-risk office with company-owned monitors and kettles needs a different programme from a workshop, warehouse, construction site or public-facing venue where equipment is moved frequently and exposed to heavier use.

A competent engineer will normally begin by identifying the items on site, checking their condition and applying the right inspection and test procedure for the equipment class. Each item is then recorded as passed, failed or requiring attention, with a label or other identifier linked to the report.

Equipment commonly included

In a commercial setting, PAT testing commonly covers:

  • Desktop computers, monitors, docking stations, printers and photocopiers

  • Kettles, microwaves, refrigerators, vending equipment and other staff-area appliances

  • Extension leads, multi-way adaptors, IEC leads, chargers and power supplies

  • Hand tools, cleaning equipment, portable heaters, fans and maintenance equipment

  • Site cabins, temporary office equipment and 110V tools used in construction environments

Not every item needs the same electrical test. Battery-powered equipment without a mains connection, for example, may only require a visual check of its charger or lead. Equipment built into a fixed installation may sit outside the usual PAT programme and require inspection as part of another maintenance or electrical inspection regime.

The visual inspection: where many faults are found

A formal visual inspection is a core part of PAT testing and often the most valuable part. It looks for visible defects that can create a shock, burn or fire risk before any instrument is connected.

This includes checking plugs, pins, cable grips, flexes, casings, strain relief, ventilation openings and signs of overheating. Engineers also look for damaged insulation, taped repairs, loose connections, overloaded adaptors, inappropriate extension leads and equipment being used in unsuitable conditions.

A cracked plug top or exposed cable may be an immediate fail, even if a meter reading would otherwise appear acceptable. On a busy site, these are the faults that can be missed when equipment is returned to service, moved between teams or brought in by contractors without a clear checking process.

Electrical tests included in PAT testing

Following inspection, an engineer selects tests that are suitable for the appliance and its construction. The aim is to confirm that protective measures remain effective, without damaging sensitive equipment or applying a test that is unsuitable for the item.

For Class I equipment, which relies on an earth connection for protection, testing may include earth continuity. This verifies that the earth path from the plug to exposed metal parts is sound. Insulation resistance testing may also be used to assess whether the appliance’s insulation is preventing dangerous leakage of current.

For Class II, or double-insulated, equipment, there is no earth conductor to test. The focus is typically on insulation and the general condition of the appliance. Leakage testing may be appropriate for certain electronic equipment or where insulation resistance testing is not suitable, such as some IT equipment, surge-protected extensions or equipment with electronic controls.

Functional checks can also form part of the process where appropriate. These confirm that equipment operates as intended after testing, but they do not replace a proper electrical inspection or test.

Labels, asset records and certificates

The physical test is only one part of what PAT testing covers. Commercial clients also need documentation that can be produced during an audit, investigation or contractor review.

A clear PAT testing report should identify each asset, its location, test date, result and retest date or recommended review period. Failed items should be easy to locate, with a reason for failure recorded. Labels normally show a unique asset number and pass or fail status, helping staff avoid putting unsafe equipment back into use.

For larger estates, useful records can also distinguish company-owned equipment from landlord, tenant or contractor equipment. This prevents a common gap: appliances used on site but excluded from the testing programme because nobody has clear ownership of them.

What PAT testing does not cover

PAT testing is an important element of electrical safety management, but it is not a substitute for every electrical compliance requirement. It does not assess the fixed wiring of a building, distribution boards, circuits or sockets as a full installation inspection would. That work falls under an Electrical Installation Condition Report, commonly known as an EICR.

It also does not replace emergency lighting testing, fire alarm testing, equipment maintenance or a site-wide risk assessment. Each service has a different purpose, testing method and reporting requirement.

This distinction matters when planning compliance. A passed PAT label on a photocopier does not confirm that the socket outlet, circuit or consumer unit supplying it is in good condition. Equally, a satisfactory EICR does not confirm that a damaged extension lead in a cleaner’s cupboard is safe to use.

How often should commercial equipment be tested?

There is no single legal rule that says every appliance must receive a PAT test every year. The Electricity at Work Regulations 1989 require electrical systems to be maintained so far as reasonably practicable to prevent danger. The testing interval should therefore reflect risk, not a blanket calendar date.

Frequency depends on the type of equipment, how often it is moved, who uses it and the environment. A monitor in a controlled office may need less frequent formal testing than a portable tool in a workshop or temporary construction environment. Equipment used by the public, handled by multiple users or exposed to dust, moisture, impact and vibration generally needs closer attention.

A sensible programme combines user checks, routine visual inspections and scheduled PAT testing. It should also account for new equipment, items returned from repair, equipment moved between sites and personally owned appliances brought into the workplace. New equipment may not require an immediate electrical test if it is supplied in good condition, but it should still be added to the asset register and included in the site’s inspection regime.

Managing failed items without disrupting operations

When an appliance fails, it should be removed from service or clearly isolated straight away. The next step depends on the fault. Some issues, such as a damaged plug or flex, may be repaired and retested. Others may make replacement the safer and more cost-effective option.

For operational sites, the practical challenge is keeping essential functions running while unsafe items are dealt with. Testing can be planned by floor, department, shift or equipment group, with priority given to higher-risk areas and critical equipment. Engineers should work around access restrictions, security procedures and trading hours rather than treating every site as an empty office.

The right PAT programme gives you more than pass labels. It gives your team a defensible record, removes unsafe equipment before it becomes an incident and helps testing take place around the way your site actually operates.
